Court Orders CBN To Unfreeze Accounts Of Constitutional Lawyer

A Federal High Court in Abuja has ordered some banks to immediately unfreeze 18 bank accounts operated by a constitutional lawyer Ojukwu Chikaosolu.

Delivering the ruling on Monday, Justice Ahmed Mohammed held that from affidavit evidence before the court, it was only the applicant that collected the sum of $4,000 Business Travel Allowance/Personal Travel Allowance, and exhibited all travel documents to really show that he travelled and utilized the said money.

He said that the Central Bank of Nigeria can only attach the account used in obtaining the PTA and not all the accounts of the customer.

The Central Bank Governor, had by an ex-parte application, applied for an order freezing 383 bank accounts for 180 days on the grounds that it was investigating allegations that certain customers of commercial/ merchant banks received foreign exchange under the false pretext of international travel.

Consequently, on March 14, the court made an order empowering the CBN Governor (Respondent) to direct the Head Offices of Banks to freeze the accounts of customers alleged to have received BTA/PTA under the false pretence of travelling abroad.

However, in a motion on notice, filed by Ojukwu  Chikaosolu, the applicant prayed for an order setting aside the o empowering the CBN Governor,  to direct the Head Offices of Banks to freeze accounts alleged to have received BTA/PTA under false pretence.

2023: Amaechi Visits Ondo Traditional Ruler, Pledges To Construct Railways If Elected President

A presidential aspirant and Minister of Transportation, Rotimi Amaechi, on Monday, promised to construct the Ondo seaport as well as ensure the completion of the railway in the state if elected President in 2023.

Amaechi made the pledge while speaking at the palace of the paramount ruler of Akure Kingdom, His Royal Majesty Aladetoyinbo Ogunlade Aladelusi during his visit to the state to support his presidential ambition.

When I came, Akure was not part of the Lagos-Calabar railway but I included Akure. The deputy governor told me he wants the seaport. I said fine, if you have investors, we will give you a licence.

“Our job as government is to give licence for the seaport. I made the job, Your Majesty. There are very few candidates you vote as presidents that will continue the railway because it takes a strong and determined mind like President Buhari to continue with the loan for the construction of the railway. So the chances are that if you vote the wrong person, the whole thing would have been aborted.”

Speaking further, the minister told the monarch that he is in the state to seek the support of the people in winning the All Progressives Congress (APC) primary election and also the presidential election.

Amaechi also maintained that he has the qualities required to be the President of Nigeria owing to his political antecedents and his successes as state legislator, governor and presently minister.

On security, he said he has gathered the requisite experience as former Rivers State governor where he tackled the myriads of security challenges facing the state then.

In his response, the monarch said he believes that Amaechi will fulfil his promises, noting that he is a credible politician.

The traditional ruler also made a demand for the rail line as well as the seaport in Ondo State.

Alleged Assault: CCT Chairman, Danladi Umar Fails In Bid To Stop Senate Probe

A Federal High Court in Abuja says the Nigerian Senate has the power to investigate Chairman of the Code of Conduct Tribunal, Danladi Umar over the case of an alleged assault on a security guard at a shopping mall in Abuja.

Delivering Judgement on Tuesday, Justice Inyang Ekwo, said the CCT boss failed to display high moral public standards by his conduct and with the Code of Conduct Bureau being a product of an Act ratified by the National Assembly, it, therefore, has powers to investigate his conduct.

The court subsequently dismissed the suit by Mr Umar seeking to stop his investigation by the Senate Committee Ethics, Privileges and Public Petitions, for lacking in merit.

The CCT Chairman had challenged among other things, the powers of the Senate to investigate him in an alleged assault perpetrated against a security guard at Banex Plaza in Abuja.

He is also asking the court for an order of perpetual injunction restraining the Senate, its members, and agents from conducting or continuing to conduct investigations into the allegations of assault leveled against him via a petition submitted to the Senate.

Specifically, the plaintiff wants the court to determine whether the alleged case of assault which took place at Banex plaza in Abuja on March 29, 2021, formed part of the matters the Senate is constitutionally empowered to investigate, as it’s not subject to the provision of section 88 and 89 of the 1999 constitution.

The victim, Clement Sargwak, had alleged that he was assaulted by the CCT Chairman and a policeman attached to him in March 2021 at the popular Banex plaza Abuja where he worked as a security guard.

According to Sargwak, the CCT boss assaulted him while undergoing his lawful activities after he informed him that his car was wrongly parked.

The victim, therefore, asked the Senate to ensure justice is done over his case.

Alleged Abuse: Chrisland Schools Reopen After One Week

All Chrisland Schools in Lagos resumed on Monday in line with a directive from the State Government.

The Lagos State Government had shut down all branches of Chrisland schools on April 18 over alleged sexual abuse of one of its pupils.

But state authorities announced the reopening of the schools on Saturday following a ‘review of the ongoing administrative investigation’ into the incident.

Channels Television visited the Chrisland school branches in VGC, Lekki and Opebi, Ikeja and observed that resumption was smooth and without hitches.

However, our cameras were not allowed to get close to film or even interact with parents who we observed bringing their children and wards to school.

The authorities of the school, who declined to make any comments, directed our reporter to put request for interviews in writing.

2023: I’m Contesting In Order Not To Betray Nigerians – Osinbajo

Vice-President Yemi Osinbajo on Monday said it will be a betrayal to Nigeria if he doesn’t contest the presidency in the 2023 general elections.

Speaking during a visit to Ondo State Governor, Rotimi Akeredolu and stakeholders of the All Progressives Congress (APC) in the state, Osinbajo said aside from his current position, having served as acting president for months has also given him the needed experience to lead Nigeria.

Many people are dying for the country every day. If with all that has been given to me by the grace of God — all the experience — I now retire to Lagos or Ikenne to go and write my memoir, it would be a great injustice to this country,” the Vice President said.

“Now the opportunity has come, with the experience that I have, the connection and contacts that I have both locally and internationally, it will be a betrayal to the country not to accept to serve the country.

“Nobody can be anything without the endorsement of God. I declare my intention based on the fact that I have served for over seven months as acting president. I was given very serious responsibility as an acting president.”

On his part, Akeredolu said the delegates from the state love and respect him but said it is God that enthrones.

Since Osinbajo announced his intention to run for president on April 11, he has been travelling round the country to seek support for his ambition. Many people are dying for the country every day. FIFA Urged To Eject Iran From World Cup Over Women Stadium Ban

FIFA on Friday faced calls to sanction Iran and even throw its team out of the 2022 World Cup finals over the Islamic republic’s renewed failure to allow women to attend an international football match.

Iranian news agencies this week confirmed that 2,000 women who had bought tickets for Tuesday’s World Cup qualifier against Lebanon in the northeastern city of Mashhad could not enter the stadium.

Activists based outside Iran accused the authorities of using pepper spray at close range to disperse women who then protested the ban outside the venue.

The United for Navid group of exiled Iranian athletes and activists, set up after the execution of wrestling champion Navid Afkari in September 2020, said Iran should be suspended from international football until it changes its stance.

“We formally request that FIFA immediately suspend Iran and prohibit its participation in the World Cup 2022 as long as the Football Federation of Iran continues to violate the Olympic Charter and FIFA regulations,” it said in a letter to FIFA’s deputy secretary general Mattias Grafstrom.

In the letter, a copy of which was obtained by AFP Friday, it said that Iran had pledged to FIFA that it would end its policy of “gender apartheid” by allowing women to attend matches.

“But not only has Iran broken that promise by continuing to bar women from entering a stadium but women are beaten, abused and threatened,” it added.

United for Navid said Iran “continues to ignore” FIFA’s requests to show “basic adherence” to human rights.

Long Overdue’

Human Rights Watch meanwhile urged FIFA to demand that Iran urgently overturn the “discriminatory” stadium ban on women and ensure accountability for abuses.

“Given the Iranian authorities’ longstanding violations, FIFA needs to follow its own global guidelines on nondiscrimination and should consider enforcing penalties for Iran’s noncompliance,” Tara Sepehri Far, HRW’s senior Iran researcher, said in a statement.

The New York-based NGO said that under FIFA’s statutes discrimination on the basis of gender is “strictly prohibited and punishable by suspension or expulsion”.

“It is long overdue for FIFA to demonstrate that it is serious in enforcing transparent accountability measures,” said Sepehri Far.

There was considerable criticism from within Iran over the lockout, including from Iran’s team captain Alireza Jahanbakhsh, and Mashhad’s governor apologised.

President Ebrahim Raisi on Wednesday instructed the interior ministry to look into the incident.

In January, women were allowed to attend an international for the first time in almost three years, for a World Cup qualifier against Iraq that also saw the Team Melli win its place for the finals in Qatar, the draw for which was taking place on Friday.

A FIFA spokesperson told AFP on Wednesday that it had learned with “concern” of the reports of women being barred after “historic progress” exemplified by the January 2021 match.

“FIFA expects this to continue, as there can be no turning back.”

Pressure on Iran to act had increased since the death in 2019 of female fan Sahar Khodayari — known as the “blue girl” after the colours of her favourite Tehran team Esteghlal — who set herself on fire in fear of being jailed after trying to attend a match in disguise.

Navid Afkari, a 27-year-old wrestler who had won national competitions, was hanged in September 2020 in the southern city of Shiraz after being convicted of committing murder during protests that rocked the city two years before.

He had complained of being tortured into confessing, with methods that included beating and having alcohol squirted up his nose.

Lassa Fever Toll Hits 127 As Nigeria Records Four New Deaths

Nigeria’s death toll from Lassa fever has risen to 127 after four more infected patients lost the battle to the disease.

The Nigeria Centre for Disease Control (NCDC) disclosed this in its latest situation report on the management of the outbreak of the disease in the country.

“Cumulatively from week 1 to week 12, 2022, 127 deaths have been reported with a case fatality rate (CFR) of 18.6% which is lower than the CFR for the same period in 2021 (21.3%),” said the agency in the report covering March 21 to 27.

The Lassa virus is transmitted by infected multi-mammate rats and humans become infected from direct contact with the urine and faeces of the rat carrying the virus.

It is an acute viral illness and a viral haemorrhagic fever contracted by touching soiled objects, eating contaminated food, or exposure to open cuts or sores.

Data from the report shows that 224 suspected cases were logged from 14 local government areas across seven states in the reporting week, but only 22 of them were confirmed.

As a result, Nigeria has confirmed a total of 681 infections out of the 3,542 suspected cases reported from 92 local government areas across 23 states, since the beginning of the year.

“In total for 2022, 23 States have recorded at least one confirmed case across 92 Local Government Areas,” the report revealed. “Of all confirmed cases, 67% are from Ondo (28%), Edo (24%) and Bauchi (15%) States.

“The predominant age-group affected is 21-30 years (Range: 1 to 80 years, Median Age: 30 years). The male to female ratio for confirmed cases is 1:0.8. The number of suspected cases has increased compared to that reported for the same period in 2021.”

While there was no new healthcare worker reported to have been infected in reporting week 12, the agency said it has activated the national Lassa fever multi-partner and multi-sectoral Emergency Coordination Centre (EOC) to coordinate response activities at all levels.

It added that alert letters have been sent to states, in addition to carrying out preparedness assessments for the 36 states and the Federal Capital Territory (FCT).

According to the agency, the Lassa fever molecular laboratories in its network have increased to eight and are working at full capacity to ensure all samples are tested, and results are provided within the shortest turnaround time.

It said confirmed cases were treated at identified treatment centres across the states while risk communications and community engagement activities have been scaled up using television, radio, print, social media and other strategies.

NSCDC Recovers Over 100,000 Litres of Illegally Refined Diesel, Arrests 14 Suspects In Rivers

The Nigeria Security and Civil Defence Corps (NSCDC) has recovered over 100,000 litres of illegally refined diesel in Rivers State.

Spokesperson of the command, Olufemi Ayodele, stated this on Tuesday while parading 14 suspects, in connection to the crime all between the ages of 31 and 49.

While displaying the impounded vehicles and products at the Corps Headquarters in Port Harcourt, Ayodele vowed to intensify the fight against the illegal refining of crude oil in the state, despite the seeming resistance by the perpetrators of the crime.

Addressing journalists, he said operatives of the command deployed to parts of the state intercepted and recovered (103,800) litres of diesel suspected to be illegally refined and being transported in small vehicles and trucks to different locations within and outside Rivers State, in the period under review.

The products displayed were concealed in plastic bags, a common tactic by the criminals to beat security checks.

Speaking further, Ayodele explained that the 14 suspects were arrested for either transporting the products on land and on waterways, or being in possession of aluminum materials used in the fabrication of Illegal refineries.

According to him, they were arrested in Obio/Akpor, Ahoada East, Ikwerre, Degema and Port Harcourt Local Government Areas.

He said two wooden boats, four trucks, and four cars were also impounded in the operation, adding that the suspects will be prosecuted according to the law.

Our Policies Have Made Nigeria A Fertilizer Powerhouse In Africa – Buhari

President Muhammadu Buhari on Tuesday in Abuja attributed Nigeria’s rising prominence as Africa’s fertiliser powerhouse to the implementation of the right policies by the present administration.

“With our over seventy blending plants operating, Nigeria is on its way to becoming Africa’s fertiliser powerhouse. And with our mega Urea production facilities, Nigeria is definitely a global player in the Urea space,” the President said at an audience with the Executive Committee of Fertiliser Producers and Suppliers Association of Nigeria (FEPSAN).

Speaking further, he noted that the remarkable achievement, in a very short period of time, had ensured a steady flow of investments to the sector from the private sector; bringing prosperity to millions of Nigerians and good returns to the investors.

The President expressed delight that the era of persistent shortage of fertilizers in the country was now a thing of the past, commending FEPSAN for partnering with the Government in the very patriotic backward integration project of enhancing the agricultural value chain.

He also used the occasion to recount steps taken by his administration to limit overreliance on imports, ensure the availability of the commodity and achieve self-sufficiency in food production in the country.

“When this administration came to office in 2015, our focus was on three key areas; Security, Economy and tackling corruption.

“For every nation to have peace and prosperity, its economy must be inclusive.

“For Nigeria, a predominantly agrarian nation, having an inclusive economy meant we needed to prioritise the enhancement of our agricultural value chain.

“We quickly identified the persistent shortage of fertilizer as a key reason for the low yields experienced in our farms.

“This historical scarcity of fertiliser was due to our over-reliance on imports and the inefficient participation of the Government in distributing this essential commodity to the farmers.

“As a government, it was very clear to us that these practices needed to change. Nigeria is naturally blessed with most of the raw materials needed to produce fertilisers.

“Nigeria has all the skills and manpower required to convert these raw materials to fertilisers. With the right enabling environment, Nigeria has entrepreneurs who are ready to invest in the sector.

“So we went to work. And as the Chairman of FEPSAN mentioned in his remarks, the rest is now history,” he said.

The President noted that a key indicator of the present government’s successful policies is the fact that the country had no shortages of fertilizers during the global COVID lockdowns.

“Today, I am pleased to hear your assurances that we will not have any shortages in Nigeria because of the Eastern European conflicts that have impacted the global fertilizer trade. All these trends indicate our backward integration policy was the right policy.”

Appreciating those who have invested and continue to invest in the sector, the President said: “Through these investments, you are double blessed as you are making profits and bringing prosperity to millions of Nigerians working in the agricultural value chain.”

In his remarks, CBN Governor, Godwin Emefiele, said fertiliser remains a key input to achieving food security and in realisation of this, the apex bank has continued to place great importance on its availability and accessibility by farmers to improve yield, productivity and ultimately, output.

Highlighting some CBN’s interventions, including the Real Sector Support Facility, Commercial Agriculture Credit Scheme, National Food Security Programme and the Presidential Fertiliser Initiative (PFI), Emefiele said a total of over N114.09bn has been disbursed to support the fertiliser industry in the last five years.

He explained that the interventions were long-term loans at concessionary interest rates to support domestic blending and distribution across the country.

Given the massive funding support received by FEPSAN members from the CBN, Emefiele announced that the bank is working with majors in the industry, such as Dangote and Indorama, to ensure that they sell Urea at discounted prices to the blending plants to ensure that the prices of fertilizer are moderated in the market.

“The Bank will equally work with the blending plants to ensure that the blended fertilisers are made available to end-user farmers at affordable prices,” he said.

On CBN Anchor Borrowers’ Programme, the CBN Governor said the Bank has disbursed N941.26bn to 4.2million smallholder farmers cultivating 21 agricultural commodities on 5.4million hectares of land across the country.

He added that for the 2021 wet season programme, the CBN disbursed N193.59bn to 923,699 farmers cultivating seven commodities on 1.16 million hectares of land.

According to Emefiele, the CBN currently has a balance of stock of fertiliser from the last planting season under the Anchor Borrowers’ Programme to the tune of 1.95 million bags and have committed additional 2.6 million bags for use during the 2022 programme.

Also speaking, FEPSAN president, Thomas Etuh thanked President Buhari for commissioning two facilities by members of the association – Barbedos blending plant in Kaduna and the Dangote Urea plant in Lagos- within two months.

Mr President, FEPSAN’s success is not only evident by the number of factories we commission, but also by the many pyramids of rice, maize and other crops you have been inspecting across the country.

“Mr President, before you created the PFI Initiative in 2016, Nigeria’s fertiliser production base was almost zero. We had less than 7 companies producing at 10 per cent of their installed capacity. Nigeria’s Urea output was reported at less than 300,000 tons,” he said.

Citing recent data from a fertiliser working group that reviews and validates consumption data spanning over 12 years, the FEPSA President said Nigeria recorded its highest consumption of fertilisers at 1.8 million tons per annum in 2021.

He, therefore, assured Nigerians that the association is ready, willing and available to ensure that fertilisers are available in all parts of the country for the 2022 wet season

Conduct Democratic Primaries Or Face Disqualification, INEC Tells Political Parties

Ahead of the 2023 general elections, the Independent National Electoral Commission (INEC) on Tuesday advised political parties to ensure their primaries are properly conducted in line with relevant laws.

The advice was contained in a statement signed by INEC’s National Commissioner and Chairman, Information and Voter Education Committee, Festus Okoye.

Mr Okoye warned that the electoral agency will not hesitate to disqualify parties in primaries that do not adhere strictly to the principles of internal democracy.

He also advised parties to avoid contentious primaries that may lead to unnecessary lawsuits.

Nigerians may recall that on Saturday 26th February 2022, the Commission released the Timetable and Schedule of Activities for the 2023 General Election,” the statement read.

“The Timetable provides detailed activities, including the conduct of primaries, nomination of candidates by political parties and other activities leading to the Presidential and National Assembly elections on Saturday 25th February 2023, followed by the Governorship and State Assembly elections on Saturday 11th March 2023. All the activities are in line with the provisions of the Constitution of the Federal Republic of Nigeria 1999 (as amended) and the Electoral Act, 2022.

“So far, two out of the 14 activities in the Timetable and Schedule of Activities have been successfully accomplished. The Notice of Election was published on 28th February 2022, while nomination forms have been made available on the Commission’s website since 1st March 2022 for political parties to download and issue to their candidates.

“The next activity is the conduct of primaries by political parties in line with the dictates of Section 84 of the Electoral Act for which the Timetable and Schedule of Activities provides a period of 61 days (4th April to 3rd June 2022).

“The Commission wishes to reiterate that parties must adhere strictly to the principles of internal democracy, drawing from their constitutions, guidelines, the Electoral Act and other Regulations and Guidelines issued by the Commission. Their candidates for the 1,491 constituencies for which elections will be conducted in 2023 must emerge from democratic, transparent and valid primaries, in line with the provisions of Sections 29 and 84 of the Electoral Act, 2022. Where a political party fails to comply with the provisions of the Act in the conduct of its primaries, its candidate shall not be included in the election for the particular position in issue.

“As required by law, the Commission shall monitor the primaries of each political party that provides the required legal notice in line with Sections 82 (1) and (5) of the Electoral Act. Failure of a political party to notify the Commission of any convention or congress convened for the purpose of nominating candidates for any of the elective offices specified in the Act shall render the convention or congress invalid.

“Primaries must be conducted in the various constituencies as provided in Section 84 of the Electoral Act as it is a violation of the law to conduct primaries outside the constituencies for which parties are nominating candidates. The Commission will not monitor such primaries and their outcome will not be accepted.

“Political parties are enjoined to avoid acrimonious primaries that could result in unnecessary litigations that may lead to failure to nominate and field candidates for elections in some constituencies.”

FG Detects Over 1,500 Fake Workers In Civil Service

The Federal Government has detected over 1,500 workers who presented fake letters of employment to its verification committee.

The Head of the Civil Service of the Federation, Folashade Yemi-Esan, revealed this at the ‘National Policy Dialogue on Entrenching Transparency in Public Office Recruitment in Nigeria’ organised by the Independent Corrupt Practices and Other Related Offences Commission in Abuja.

Yemi-Esan said the Federal Government has suspended the salary of 3,000 civil servants who failed to present themselves for verification.

She said the verification exercise is to eradicate fake and illegal recruitment in government agencies.

“Sometimes in March of 2021, this office informed the ICPC that there were quite a number of fake letters of appointments circulating in the ministries,” the civil service chief said.

“At that particular time, we discovered that in just one ministry alone, there were over a thousand individuals bearing fake letters of appointments. And they were already enrolled on the payroll.

“The Office of the Head of Service received another report, this time from the Federal Civil Service Commission itself, forwarding names of over 500 persons in various MDAs that possess fake letters of appointments.”

Several Feared Injured As Bandits Attack Abuja-Kaduna Train

A train conveying passengers from Abuja to Kaduna has been attacked by gunmen suspected to be bandits in Kaduna State.

Many passengers are feared injured while several others were said to have been kidnapped by the assailants.

Although the police authorities are yet to confirm the attack, Channels Television gathered that the incident happened on Monday night.

The bandits reportedly attacked the train around Dutse axis in Kaduna, just a few kilometres to the Rigasa Train Station in Igabi Local Government Area of the state.

One of the passengers on the train told Channels Television that the bandits bombed the train track with an Improvised Explosive Device (IED) which forced the train to derail.

Upon the stoppage of the train, the assailants were said to have begun to fire gunshots sporadically.

He added that the terrorists later forced their way into the train and kidnapped an unspecified number of people, with some others feared killed.

Meanwhile, troops have been mobilised to the scene of the attack to rescue the remaining passengers.

Another passenger on the train, Anas Danmusa, took to his Facebook handle to cry for help.

According to him, nobody could come to their rescue about one hour into the incident as the assailants tried to force their way into the train.

After about 20 minutes later, Danmusa confirmed that army personnel have arrived at the scene of the attack.

Vice President Yemi Osinbajo on Tuesday canceled his planned trip to Lagos State for the Tinubu colloquium and travelled to Kaduna State.

The Vice President is on a condolence visit to the Kaduna state following bandits’ attack on an Abuja-Kaduna-bound train conveying hundreds of travellers. Many of the travelers were killed in the attack and others were abducted.

Spokesperson to the Vice-President, Laolu Akande, said Osinbajo was on his way to Lagos for the 13th Tinubu Colloquium before making a detour to Kaduna.

“On his way to Lagos for the 13th Tinubu Colloquium marking former Lagos State Gov’s 70th birthday, VP had to detour to Kaduna this afternoon on receiving news of the extent of human and material losses occasioned by yesterday’s dastardly attack on the Abuja-Kaduna railway route,” Akande said.

The Vice-President was received at Kaduna Airport by the State Governor, Nasir El-Rufai.

He also visited victims of the attack at 44 Nigerian Army Reference hospital and Saint Gerald’s Catholic hospital both in the Kaduna state capital.

“We will prevail and our land will be secure,” Osinbajo said.

Following the bandit attack, security agents have been deployed to the scene while the Nigerian Railway Corporation (NRC) has suspended train operations along the Abuja-Kaduna route till further notice.

Meanwhile, the Chief of Defence Staff, Gen Lucky Irabor as well as the Inspector General of Police, Usman Alkali were earlier at the scene of the attack.
